What is a Class 3 Digital Signature Certificate?

A Digital Signature Certificate is an electronic credential issued by a licensed Certifying Authority (CA) under the Information Technology Act, 2000. Certifying Authorities are licensed and regulated by the Controller of Certifying Authorities (CCA) under MeitY. Signing a document with a DSC proves two things at once: who signed it, and that nobody has altered it since. A digitally signed filing carries the same legal weight as a handwritten signature.

Class 2 DSCs were discontinued from January 2021. Class 3 is now the only class issued for business and government use — MCA and ROC filings, GST returns for companies and LLPs, income tax audit filings, EPFO, ICEGATE and DGFT, the GeM portal, trademark and patent filings, and every e-tender portal. It is issued as a signing certificate; if you bid on e-tenders you also need an encryption certificate, and the two together are sold as a combo. The certificate is delivered on a FIPS-compliant USB crypto token, valid for 1, 2 or 3 years, and video verification is now part of the issuance process for both fresh applications and renewals.

No. Class 2 DSCs were discontinued with effect from January 2021. Class 3 is now the only class issued for business and government use, and it is accepted everywhere Class 2 previously was. If a website is still offering you a Class 2 certificate, its information is out of date.

What is a Class 3 Digital Signature Certificate (DSC)?

Definition: A Digital Signature Certificate (DSC) is a secure digital key issued by a licensed Certifying Authority (CA) that electronically authenticates your identity. It is the digital equivalent of a handwritten signature or a stamped seal, but far more secure.

What Information Does a Class 3 Digital Signature DSC Contain?

Every DSC issued in India contains the following details:

  • Your full name
  • Email address and contact details
  • Pin code and address
  • Name of the issuing Certifying Authority (CA)
  • Serial number and validity period of the certificate
  • Your public key (used for encryption and verification)

The legal framework for Digital Signature Certificates in India rests on three pillars:

  • Information Technology Act, 2000 – Section 3 grants legal recognition to digital signatures.
  • IT (Certifying Authorities) Rules, 2000 – Defines how CAs must operate and issue certificates.

Important Update (2024): The Controller of Certifying Authorities introduced mandatory live video verification (LVV) for all DSC applications. Physical document submission alone is no longer sufficient. All applicants must now complete a real-time video KYC process.

Class 3 Digital Signature: The Only Active Standard

As of January 2021, Class 3 DSC is the only class issued for business and government use. It requires strong identity verification and is mandatory for:

How to Apply for a DSC Online: Step-by-Step Process

Applying for a DSC in India is now fully online. Here is the complete process:

  1. Choose a licensed Certifying Authority (CA) from the CCA-approved list.
  2. Select the DSC class (Class 3), certificate type (Sign / Encrypt / Both), and validity period (1, 2, or 3 years).
  3. Fill in the application form with your personal details, organisation information, and contact details.
  4. Upload supporting identity and address proof documents if not opting for Aadhaar eKYC.
  5. Complete mobile OTP verification on your registered mobile number.
  6. Complete email OTP verification on your registered email ID.

How to Register Your Class 3 DSC on Government Portals

Register DSC on Income Tax e-Filing Portal
